Every HR lead we speak to in August asks the same question: how much should we actually spend per employee on Diwali hampers? The honest answer is that it depends on your industry, your comparable set, and your finance team's appetite for the perquisite-ceiling conversation. But there are real benchmarks — drawn from the 42,000+ Diwali hampers we shipped in 2025 — and there is a defensible way to arrive at the number for your 2026 programme. This is that playbook.
The 2026 per-employee Diwali budget benchmarks by industry
IT & SaaS: ₹1,800 – ₹2,500. The largest single band. Unicorn SaaS and product-engineering teams cluster at the upper end (₹2,200–₹2,500) with heavier packaging. IT services (mid and large caps) sit at ₹1,800–₹2,000 across headcounts of 5,000–50,000. GCCs typically match the global parent's per-head spend for India, which lands here after currency conversion.
BFSI: ₹1,500 – ₹2,200. Public-sector banks and PSU insurers sit at the lower end (₹1,500–₹1,700) with tight audit trails. Private banks, NBFCs and wealth-management shops go ₹1,800–₹2,200. Broking and trading firms are the outliers — sales-heavy cultures often go ₹2,500+ for their frontline teams.
Consulting & Big-4: ₹2,200 – ₹3,500. The most premium employee tier in India. Big-4 partners' hampers often go north of ₹5,000 (client-facing packaging craft) while the wider firm sits at ₹2,500. MBB (McKinsey, BCG, Bain) run the tightest brand-consistency briefs — expect two-tone rigid boxes, foil-blocked, cluster-sourced brass.
Manufacturing & auto: ₹900 – ₹1,500. The floor of the market by headcount volume. Auto OEMs and tier-1 suppliers in IMT Manesar, Chakan, Sanand and Hosur run enormous programmes (10,000–40,000 hampers) at ₹1,000–₹1,300, with heavy emphasis on food SKUs over decorative items.
Media, film & advertising: ₹1,500 – ₹2,800. High variance. Media houses at ₹1,500–₹1,800. Studios and OTTs at ₹2,000–₹2,500. Ad agencies at ₹2,000–₹2,800 with visual-craft-heavy packaging.
Startups (Series B – D): ₹1,200 – ₹2,000. Constrained by cash conservation post-2024. Common play: a lower per-head spend paired with a well-designed hamper — ₹1,400–₹1,800 with strong packaging investment.
The ₹5,000 perquisite ceiling — the real tax constraint on your budget
Rule 3(7)(iv) of the Income-tax Rules exempts gifts up to ₹5,000 per employee per financial year from the perquisite calculation. Cross that ceiling and the excess becomes a taxable perquisite in the employee's hands — the finance team has to add it to Form 16, the employee sees a marginal tax hit, and the goodwill of the gift is materially diluted.
This ceiling is cumulative across gifting touchpoints in the year — Diwali + New Year + Holi + one milestone touchpoint can, at ₹2,000 each, blow through the cap. Model the full-year gifting calendar before you commit the Diwali number. Most Indian HR teams work backwards: reserve ₹1,000–₹1,500 for non-Diwali touchpoints and land the Diwali spend at ₹2,000–₹3,000.
The ceiling applies per employee per year regardless of hamper mix — the same ₹5,000 is available whether you send one big Diwali box or four smaller touchpoints.
GST and ITC — the number your finance team will ask about
Every Diwali hamper ships with a GST tax invoice, HSN-coded by contents. Rate is not uniform: mithai 5%, dry fruit 5–12%, brass 12%, candles 12%, chocolate 18%, silver-plated pooja items 3%, rigid packaging 18%. A ₹2,000 hamper's blended tax typically lands at ~11–13%.
The critical point: Input Tax Credit is blocked under Section 17(5)(h) of the CGST Act on gifts to employees or clients. Budget your per-head number on the gross-of-tax figure. A ₹2,000 exclusive-of-GST hamper costs your books ~₹2,240; you cannot recover the ₹240 via ITC.
For Section 37 deductibility (Income-tax Act) the full gross expense is allowable as business promotion, subject to reasonableness — so P&L impact is neutral on the tax side. The friction is purely the GST cash-out.
How to allocate the per-head budget across the hamper
For a ₹1,600 median-tier hamper, our recommended internal split (2026 supply costs) is: packaging (rigid box, foil-block, cotton tape) ₹280–₹350; brass diya + one pooja essential ₹250–₹320; gourmet mithai (150g) ₹200–₹280; premium dry-fruit tin (300g) ₹280–₹380; scented soy candle ₹120–₹180; foil-blocked greeting card ₹40–₹60; assembly + kitting ₹80–₹120; last-mile ₹100–₹150 (metros) / ₹140–₹220 (tier-2). That leaves 8–12% margin for the gifting vendor, which is the industry norm.
The single-biggest lever on perceived value is packaging craft. A ₹1,600 hamper in a ₹150 flimsy box feels like a ₹900 hamper; the same contents in a ₹280 magnetic rigid box with foil-block feels like a ₹2,200 hamper. Do not economise on the box — it is the first and last thing the recipient sees.
The second-biggest lever is FSSAI-fresh mithai (baked within 72 hours of dispatch) vs warehoused mithai. The delta in cost is ~₹40 per 150g pack; the delta in recipient experience is enormous.
Doorstep delivery to remote and hybrid employees
Roughly 40% of our 2025 Diwali volume was doorstep-delivered to individual employee homes rather than dropped at office receptions. This is now the norm for IT services, SaaS, consulting and media programmes.
Cost impact: add ₹100–₹150 per hamper for metros, ₹140–₹220 for tier-2 pin codes, over and above the reception-drop cost. Budget-wise, factor this in as a separate line rather than absorbing it into the hamper — it makes future comparisons cleaner.

How to defend the number to your finance and board
The best defence is a comparable-set benchmark plus a retention argument. For 2026, use: (a) the industry band from the section above; (b) your comparable set (name 3–5 peers with published or leaked Diwali budgets); (c) the ₹5,000 perquisite ceiling as an economic constraint, not an aspiration; (d) the retention-touchpoint framing — Diwali is one of 3–5 annual moments of high-emotion HR contact, and the marginal ROI of a ₹500 upgrade per employee is measurably higher than the equivalent salary revision.
For 5,000+ employee programmes, the marginal cost of moving from a ₹1,400 to a ₹1,800 hamper is ₹20 lakh — meaningful, but usually less than the finance cost of one lost quarter of an ML engineer or senior analyst.
